Jesse
"Well, you see, I'm clean out of nuggets, and Bloodwyn's really been breathing down my neck lately."
Jesse greets the Hero as a fellow newcomer and warns him about Colony life: if the warders demand donations, refusing isn't really an option, and doing so will make life hell from then on. He later reveals this warning was itself a favor, telling the Hero he owes him one now since one hand washes the other.
When the Hero asks what he wants in return, Jesse admits he is broke and being pressured by Bloodwyn, and asks the Hero to cover his ten nuggets of protection money, telling him to "just say Jesse sent you." Once the debt is paid, he calls the Hero his savior and later confirms the two are square.
Jesse also warns the Hero that Bloodwyn has been paying other camp members to make life difficult for him, specifically naming Herek as someone Bloodwyn spoke to, and admits the warning came too late for that encounter. He adds that Herek likely wasn't the only one Bloodwyn approached, telling the Hero to "look out for yourself."
