Cipher is a fence-type dealer in the Colony, guarded around outsiders. Asked for the latest gossip, he rebuffs the Hero, dismissing him as no gossip queen and not one of their own. When the Hero brings up Fisk from the Old Camp looking for a new fence, Cipher isn't interested but suggests trying Sharky instead, describing him as a man "whose morals are as loose as a harbor whore." He is willing to trade for the right goods, saying he's only interested in bigger shipments, and warms up when offered fresh swamp herbs, agreeing to the trade.
